Boise Cascade Company pleaded guilty to a felony violation of the Lacey Act for its role in a timber trafficking scheme that evaded countervailing and anti-dumping duties on plywood imported from China. The court sentenced the publicly traded company to pay a fine of $6.38 million, representing twice the gross profits it derived from the illegal wood, and to implement a compliance plan, according to the US Justice Department.
Between 2018 and 2021, Boise Cascade purchased more than $30 million in hardwood plywood from Horizon Plywood. Beginning around 2019, the company purchased, received, sold and transported the plywood while knowing or acting with willful blindness that Horizon had illegally imported the wood from China. Horizon had previously attempted to hide the origin of its wood by transshipping products from China to Malaysia, repackaging them, and then shipping them to the United States.
The United States executed a search warrant at Horizon's South Florida warehouse in January 2021. Despite knowing Horizon was under federal investigation, Boise Cascade placed at least 10 new orders for birch plywood in the two weeks following the warrant and received the shipments. Horizon principals Noel and Kelsy Quintana were sentenced in February 2024 for conspiracy and Lacey Act violations, and Horizon employee Marta Angelbello also received a sentence after pleading guilty to making a false statement.
