Agency approves tax credits for proposed Kimberly-Clark project in Ohio

COLUMBUS (From news reports) -- The Ohio Tax Credit Authority provided Kimberly-Clark with the latest incentive to build in Trumbull County -- a 1.837%, 10-year tax credit.

During its meeting Monday in Columbus, the authority approved the package. To receive the tax breaks, Kimberly-Clark must operate at the facility for 13 years, according to the authority's news release.

In the information presented at the meeting, Kimberly-Clark said the proposed plant is expected to create 491 full-time positions and generate $49,100,000 in new annual payroll by Dec. 31, 2030. The company will claim the tax credit on payroll generated at the former RG Steel site "in excess of the company's baseline payroll at the project location."

The Irving, Texas-based company has not committed to the project. However, a Kimberly-Clark representative told local officials earlier this month its board is expected to vote in the next six months on whether it will commit to the location.

The up to $875 million project includes a 1,157,261-square-foot facility that will house a warehouse and office space for manufacturing various consumer hygiene paper products. Approximately 75% of the proposed facility will be in Howland and 25% will be in Warren Township. Both townships and the county commissioners already have approved a 10-year, 60% tax abatement. The company already has purchased the land.

If approved, Trumbull County will have the only Kimberly-Clark facility in Ohio.
