Week of 30 August 2021: Fos wraps up for 2021

Silas, the CEO of REO, wasn't finished last week. He had another story he wanted to relate.
The Great Mother said, "That was a fantastic story you told us last week, Silas. I can hardly believe it."
"I have more," Silas responded.
"Well, I think we have time for one more," said the Great Mother.
"Well, it seems as though the Big Things who run the big companies are worried about other Big Things they call 'contractors' getting hurt."
"What are contractors?"
"They are a special kind of Big Thing that just comes to the Big Things companies for a few lights, do special work and then leave."
"Ok, we need more explanation."
"Then there is this thing called 'insurance.' I'll let Do explain it."
(Remember, Do is one of the partners in Rat 'Em Out Detective Agency).
Do speaks, "'Insurance' is a special kind of paperwork that takes care of people who are get sick or injured. Big Things' companies want their contractors to have this."
The Great Mother, "Well, that makes sense, what is the problem?"
Silas jumped back in, "Ham investigated this. We found there are more companies, more middle whatevers, like I talked about before, that make sure the contractors have this 'insurance.'"
Che chimed in, "This all makes sense except for one minor piece."
Silas finished up, "These middle whatevers charge the small contractors the same amount they charge the large contractors. Well, that is not exactly true, they use a system. However, the burden on the small contractors in disproportionately larger than it is on the large contractors.
"Where in the last case we told you about, the really big companies were trying to look like they needed small special companies, here the actions of the really big companies could cause them to miss out on some good small companies who get discouraged."
And so the rats finished up another convention, still puzzled by the actions of the Big Things.
