U.S. raises antidumping duty on most Canadian softwood lumber to 20.56 percent

The U.S. Department of Commerce has finalized antidumping duties on softwood lumber imports from Canada, setting rates between 9.65% and 35.53% for entries made during 2023. The final rate for non-selected companies, which applies to most Canadian exporters, increased to 20.56%, up from 7.66% in the previous review and slightly above the preliminary estimate of 20.07%, according to the U.S. Department of Commerce. The final results confirm that dumping margins for Canadian softwood lumber have risen compared to the previous administrative review. In the preliminary decision issued in March 2025, Commerce had calculated dumping margins ranging from 9.48% to 34.61%. The finalized range reflects modest increases, reinforcing Commerce's initial assessment. These rates apply to imports entering the United States from January 1 to December 31, 2023. U.S. Customs and Border Protection will begin collecting duties based on the finalized rates. Commerce is expected to release the final results of the 2023 countervailing duty review on August 8, 2025.
